I use Photoshop to add text to my sig. But there are cheaper/ free-er solutions like GIMP or Paint. :P
They're less technical and don't have as many features, but they can still put text in your desired sig. Then just upload it to a image hosting site like ImageShack (which is for pros), Photobucket (which sucks and is for noobs), or TinyPic (which is also for noobs), or some other ones so that you can get a URL for your sig.
